file size won't shrink back

I understand if you add large images to a file it will increase file size. What I don't understand is why ASP from every version I've owned so far (moho 4 on up to 
will not shrink the file size once the image layers are deleted. Don't know if I should label this a bug since it technically doesn't cause any issues other than giant size. Anybody know a work-around to this? I use a lot of reference scans and I hate the "select tracing image" because it's too ghosted out to really get the detail I want.
