Should i just spend 40? or the whole amount? Trying to make a pilot show.

You need to make sure you compare the features offered by both, and see which one will allow you to create what you envision for the pilot.

assuming you have the money and if you are seriously considering developing a pilot to try and sell, pro fo' sho'... if nothing else the ability to create actions/morph targets and scripting are probably essential for any serious job.
