So...I've been animating at frame rate 30, and I've seen this 29.97 number floating around. Seems like such a small difference, in what situation would I want to use one over the other? And would it mess everything up to animate at 30fps and export at 29.97fps?

You work in 30. Anything else is a broadcaster's responsibility, not yours.
