? Bine Bone To Point HELP, binding layers w/ bone

I want to make my character arm all one layer to it binds (like spongebob's arms)
I found this youtube video about how to do it but it does not have sound and is hard to understand.

Does anyone know how to do this or know of a better how to video?

My mic was broke when I made that. I'll make a new one today with sound.

Thank's again, the audio cleared up my problem. In the no audio one I missed the step where you had to parent up the two sideways bones. You saved me hours of having to redo my character.
