useage of scripts to create colour filters?

is it theoretically possible to use scripts to get a colour filter and/or scratch filter on the animation like "ye olde film effect" lost marble (? thought so) created?

Yes, this is possible, but maybe not in the way you are thinking. I think you might be thinking of writing an image processing filter that could post-process each frame of an animation - that it not possible with the scripting interface. What you could do is write a script that creates a "film scratches" vector layer with some lines and spots that sort of zip and jump around on the screen, simulating scratched film.
