Sketchy effect in Project Settings

is there a way to influence the Sketchy effect in Project Settings?
Actually there's only an on/off check box but since it is ment for the whole animation I'm looking for a way to change the settings here.
Also there seems to be no way to put it on any kind of group layers (folders), bone layers so I have to switch on the effect on each and every single vector layer.
