Have a texture show through

Hello! Newbie here!!
I'm creating some eyes for a character, and I want the texture of the bottom "skin" layer to be the texture of the pupils in the eyes as well. I know that I need to use a mask for this, but I just can't seem to figure out how to get it to work right. Should the order of the layers be....
Pupils
eye
skin
And how should I set up the mask for this? I want the pupils to be independent of the eyes so that wherever they move they show the bottom "skin" texture which is fixed.
Can anyone fill me in on what to do here? Maybe draw up a quick example?
