I don't know if this is a very hoary old chestnut, but here goes....
I'm surprised that there is no easy way of duplicating actions.

I know we can copy paste keys back to frame 0 , but this is a PITA especially when trying to keep a project clean or adding an action after already embarking on an animation.
Often , especially with facial expressions there are a few similar starting points that branch off into different iterations.
This is a constant irritation for me as I wonder how to achieve results economically when dealing with group actions.

Is this possible?

I have looked at the anme file in notebook hoping to be able to copy/paste an action, inside the text but in larger files I find the whole thing a bit mind boggling and I don't know where to start.

Anyway, back to the matter at hand.

Oh your kidding. I MUST have done this before, it's so convoluted and weird.
A new button is totally needed for this, even though after trying this it seems so obvious, it really isn't.

You are totally right, there should be a button to duplicate actions. I'm making a list of tiny useful changes. I hope to get to SmithMicro with the list, if we are lucky enough maybe they add it sometime.

Good thinkin' Selgin there are many small and obvious idiosyncrasies that really need to be hit on the head once and for all, like key selected layers and the like.
Fingers crossed that it's taken seriously.

It could be scripted, say as a menu script or button tool, but we shouldn't let that stop us bugging Smith Micro about it. The fact that it's so easy to hack in workarounds to fill in some of the gaps in AS's functionality could be why some of these niggling gaps still exist after all these years.

Whenever there is a new version of AS, I often see people posting questions like, "What happened to such and such feature?", and someone ends up replying, "Dude, I don't think that was ever officially in the previous version. Must have been a script!"
