Duplicate action

I don't know if this is a very hoary old chestnut, but here goes....
I'm surprised that there is no easy way of duplicating actions.
I know we can copy paste keys back to frame 0 , but this is a PITA especially when trying to keep a project clean or adding an action after already embarking on an animation.
Often , especially with facial expressions there are a few similar starting points that branch off into different iterations.
This is a constant irritation for me as I wonder how to achieve results economically when dealing with group actions.
Is this possible?
I have looked at the anme file in notebook hoping to be able to copy/paste an action, inside the text but in larger files I find the whole thing a bit mind boggling and I don't know where to start.
