binding switch layer to skellaton

I'm trying to make a bird that has six layers and one of them is a simple switch layer with three beak positions contained therein. No matter how I try to rig it I can not get that beaks switch layer to bind to the head. I can't get it to work within a "Head" group layer or I can't get it to bind to the head bone. It just wants to exist as its own layer no matter how I try to configure it. (and Yes I've dragged it into the bone layer)
