How to make hand-drawn look for characters

Hi all,

I am an iphone game developer, and I am creating my animated characters (png sequence) by using AS pro 7. I am just wondering if I can make some hand-drawn look for my animated characters in AS.
There are some expected result I like below (Some sketch or wax crayon style will be very cool.):

How can I make such hand-drawn skin for my animated characters in AS? Should I firstly draw these skins in Photoshop/Painter, then import the result pictures (i.e. skins for my characters) into AS , then make bones for the skins in AS to make completed characters?

Is there some advanced fill options in AS can do the job I expect?

Thanks selgin, that animation looks very cool.
I read their method:
Selgin: We used with images for everything, there's no vectors anywhere (except a few masks). The noisy effect is created with switch-layers. We had 3 drawings of each element in a switchlayer. It was a lot of work making the rigs because everything had to be drawn 3 times, but it was worth it. We tried to make it look handdrawn instead of cut-out.

It seems kind of complex for me (a programmer, not a pro animator). Is there some simpler way? He even does not use vector a lot -- leads a lots of extra works (not the typical AS way).
It seems AS cannot do the work automatically?


To Jahnocli,
I know that there are noise animation/filling options. But, it seems only provide some hand-drawn effects near the object edges. It cannot provide some hand-drawn effects on the surface of characters (e.g. see the surface of the cat below):
