groups set to -# on z axis and new layers

I was tweaking my background image by adding some shadows on a new vector layer but found when I moved the camera that the shadows were moving faster than the background they were for.
What happen was I had set up several groups with -1 or more, for depth. And when I created a vector layer inside the group, the default for the new layer was -1.blahblah... on the z axis
So since all other layers were at 0 z axis except for the group it created an anomaly. So I had to set the -1 to 0 and rescale and tweak the shadows.
Is this a bug or should a new feature be asked for to prevent this kind of error?
