Layer-visibility keyframes in Actions seem to disappear

Sometimes when I re-open a project, my Layer-Visibility keyframes in animated actions just seem to have disappeared. All the other keyframes (bones, layer translation, etc.) are always still there.
Has anyone else experienced this problem? Am I missing something? I've had it many times now and I'm pretty sure it's a bug.
The layers animated all have a layer-visibility keyframe on 0 and 1 and on a different frame.
I need to animate the layer-invisibility due to this problem. A simple switch-layer would be much easier. (Putting bones in the switch layer is not an option since the bones I'm using to manipulate these layers (body) is also manipulating limbs etc.
