switch mouth doesn't move with bones

I have the switch file with 3 mouth positions in the bones folder but the mouth doesn't move when the bone (character's head) moves. How to I associated the two? Thanks!

Click on the layer then hit bind layer then click on the head bone.
don't see "bind layer" on switch folder
