I like the splotchy effect, but I was wondering if it were possible to get a bit more control over the colors that it's using (besides just monochrome or not)?

No, there isn't - except by using it together with shading, halo or gradient. That works, but other than that there's only the monohrome (and ofcourse the magnitude). I would be great if you hade some more things to change, but I thing using the gradient together with splotchy make most things possible anyway.
