boning image layer conflict

have'nt been here in a long time!
Well my prob:
I'm rigging up a character and his legs are vector layers but his shoes are png layers. When i bone he png files get distorted because of the bone strength. Is there a way to turn of bone strength and just do laye rbinding for only one bone?
