Batch image converting software

For changing images sequences such as resizing:

Photoshop can batch convert.

Freeware for non commercial use:
Fastsone Image Viewer

XNView

For converting images sequences to an AVI file:

Free but displays a banner at the 1st second. Buy and get rid of the banner.
VideoMach

If anyone knows of a better image to AVI freeware please let us know.

A good freeware option for converting a sequence of images to an AVI file is VirtualDub. VD will read in a sequential series of images - you just select the first file in the sequence (under File>Open Video File) and it will load the rest of the sequence in order. Then set FPS and apply any filters/compression etc you want before exporting to avi... :D

I've used Irfanview for several different types of batch conversion for images. I'm not sure if it will do what you want it to, but it's very useful.

FFmpeg for video conversion and ImageMagick for images are excellent open source free tools for just about any conversion you'd like.
Both are command line tools which makes them very fast, usable and scriptable but there are various GUI frontends for them if you prefer that.
