I'm wondering, If I was to make a cartoon series and submit it to a cable TV channel, would their offer me a team of animators/A/V editors etc. or would I need to find them myself?

Depends on the channel. Most likely, you'd hook up with a production company, or start your own. Most everything is done through a production company at any channel. They then buy the content and put it on the air.

find them yourself is the more likely scenario.
