It's fairly funny, but is the punchline that there's someone behind him? Because it isn't obvious and I think would be funnier if we could see that it's a cop (for all we know it's just another escapee).
Reminds me of the old story about the army training camp in Fort Worth Texas and why they weren't worried about deserters -- "Hell, they can SEE you for three days!"

The punchline is that who do we believe is the persecutor and, can we really escape(be free).

I don't know about Durand, But I was at the Harley Rendezvous and some guy was bragging how easy his job is, then was asked me how hard is my job, I pointed to the bed roll and told the guy "I got to remind myself to return that to work."
