I've been having trouble trying to put in things I draw into a regular layer because they always go to the background layer and copy and paste doesn't work. So how can go about accomplishing this?

Need more info.

"Things you draw"
In what? Photoshop? Illustrator?

"Always go to the background layer"
Can you be more specific? How are you importing them? Can you drag the layers to change the order? Are you importing a "tracing" image?

Not enough info.

I mean if I draw parts of my character in paint.net like an arm or something, how do I get that arm into a normal(not background) layer(vector I think) so I can edit it, give it bones, and all that good stuff.

First off do all the tutorials. Read the help. This will cover basic information like that. An image from a paint application imported into AS is an "image layer" not a vector layer. You can't turn image layers into vector in AS. You would have to trace over them.

You must be importing what is called a "tracing image" which is ghosted and can't be animated. You need to import an image by creating a new image layer.

Like I said, doing the tutorials, reading the help, searching the forum, this will all help you get started with the basics of Anime Studio.

Guessing here: do you mean that you have the arm and its surrounding white background when you import the image? In this case, read the manual for you paint program about creating PNGs with transparent parts (that's what is called "alpha channel").
