Have you read ANY of the help files? At all? Anything? Done ANY of the tutorials?
The "blue box" is the size of the output listed in the project settings. It is the box that defines the render area. That is the area that will be seen when your animation is done and you want to render it and show it on the web or on a DVD. If you want to make stuff smaller to fit into that area that's up to you. That would be called "composition" or layout of your animation. Anything you want to show up in your animation must fit into that blue box what ever size it is in the project settings.
p.s. If you ask where the "project settings" are I won't answer ANYMORE of your questions... ever.
