If I import a png or jpg image into AS-Pro for a background, and want to export two movies of different picture size, for example 640x480 & 1920x1080, how does AS-Pro deal with the scaling of the imported images?

Just bring in the image at the largest size you want to output, if you have it.
Otherwise just render and see.
