Seeking Anime Studio Animators

My company is actively looking to retool our current After Effects production pipeline with AS Pro and or Toon Boom animate. I am seeking consultants that can help train my staff to achieve the following.
1. Quickly set up our .PSD layered files of realistic human characters to be rigged either in AS Pro or TB Animate to achieve realistic animation. Which is faster set up? Which renders quickest?
2. Save these animations into a library and network that can be used by multiple studios and users.
We are based in Florida and Manila. We can set up an remote online sessions for you to work with our staff so all you need is high speed internet access.
