Make a "flexible binding" bone almost "region

Setup: Body and arm detached in frame 0, the forearm has its bone who's child to the shoulder blade bone who's child to the torso bone, etc.

Problem: When you want the character to, let's say shrug, under this setup the forearm doesn't follow the body's shoulders since the child bone is a rigid connection. The points influenced by "flexible binding" means the points on the body at the shoulders will move less than the forearm no matter how you set the bone strength.

Solution: To minimize the flexibility the shoulder blade bone should be huge, I mean at least forty times the needed length but with a weak bone strength comparative to its size. This makes a really rigid bone almost making it a "region binding" bone but still having some flexibility.

I must be missing something. Why try to get flexible binding to act more like regional? Are you using images? For vectors, overlapping bone strengths will provide 'flexing'. :?

It is handy when you have a bone layer of a skeleton set to "Flexible Binding" and want some bones to be regional binding and some flexible binding within the same layer.
