Does anyone know of a free sound editing program. A program in which i can eliminate hissing from a sound clip or sound wave?

Try Audacity
http://audacity.sourceforge.net/
I used it once to eliminate a "hum" from some old reel to reel recordings of my dad's sisters singing. It wasn't perfect... it depends on how bad the hiss is and what frequency range it's in. It could mess up the good parts of the sound as well.
Really good expensive high end software can pin point the exact precise frequency of a hiss or hum.... alas... I can't afford those tools either.

I've been pretty impressed with what audacity can do; its "noise removal" tool asks for a sample of the "noise" first then uses that "noise profile" to remove it. It removed the worst of some background air conditioning sounds from my audio.
