HI hard as snails! That is something that I've always wished, a changeable center of deformation for Perspective Points tools, yes... cause I think i'd be the most useful thing! 
I remenber that in the past I treated to modificate this Perspective tools (even Shear Points tools) in basis of the 7feet Rotate Points modificated tool to get a similar control, but (of course) it didn't work 
... But well, I think this should be a very easy & quick thing for someone with a little scripting knowledges and I hope someday we can see it!
PS: Ah! By the way... Actually (meantime
) I add a point where I want to deform it with the rest of the Shape points to can "simulate" a change in the center or the deformation in the desided group of points, to try it easily you can draw a circle in the center of the screen (i.e.) and add a separated temporal, or not temporal, point at right (out of the circle), ok? Then you must select all the points and treat to deform all with Perspective Points H in this case, this time the center changes in concordance of the distance of the added point 
...A, rudimentary solution meantime the miracle occurs ...CIAO!
