Your nesting then is fine,
The lowest switch layer would be the character then you have each layer above it as switch layers in the characters different grouped poses.
On the time line you will need to apply the switch layer that you need for the next pose. So images with say a head turn would be applied with the switch layer on each frame for a fast turn. or on every third frame for a slower turn.
You could do this with an action but the timeing would be what was done in the action if you insert reference, but if you insert a copy the keys will be there for you to move.

I made an action with three poses. On frame 6 I inserted a reference, I cant move the all the keys, on frame 18 I inserted a copy, now I can move the keys and change the timing.
