Yeah, I had that problem with Panel Arranger also. I have no idea why this is such trouble. 
It's so mysterious... I just came with one solution, create shortcuts of each arranger on desktop and add an universal hotkey to each one (Altgr+A for animate and Altgr+d for drawing). It works fine for now.
