It would be nice to be able to use the "translate layer tool" to affect "particle layers". For example: Im making a tree, and the leaf is in a particle layer, and the whole tree with leaf and the base is placed in a group. But when I move and scale the base of the tree the particle layer wont follow.
Maybe theres another way to make this work?

You can translate particle layers. There are two possibilities here:
1. You're translating the tree at frame 0 or 1. The particles are not being updated until the particle simulation gets updated. Advance a frame or two and go back to frame 0 - the particle should now be updated.
2. You're translating the tree during an animation, and the particles aren't following the tree. In this case, double-click the particle layer in the Layers window. In the Layer Settings dialog, go to the Particles tab and un-check "Free-floating".
The free-floating option for particles tells particles to stay where were when they were first spawned. If it is turned on, they will not move with the particle layer itself. This is useful for many particle effects: for example, the smokestack on a ship. The smoke from the ship, once it spews out, does not stay attached to the ship. It should drift around the spot where the smokestack was when it first appeared.
In the case of the tree, the leaves should stay attached, so you should turn this option off.
