Is it possible to change the size of the working area (width and height of the animation window)

Project properties.
Note: if you work with imported bitmaps, take care to not change project dimensions unless you've imported everything, otherwise they may have different size in AS.

Do you also know how to minimize the red lines of the figure because
on the right place I don't like the big empty space:

With the small little circles I only managed to turn my figure but not to minimize the rectangle.
So anybody knows how to do it?

If you're using the layer translate tool, that red box is based on the origin location. Moving the layer origin to the middle of the character will make the red box smaller.
