Hi All,
Is there anyone that can point me in the right direction to view a tutorial on animating a characters hair. As a beginner I need a step by step if anyone knows of one.

You need to know how hair works in real life first. Find some video and study it frame by frame. Long hair, short hair, in the wind, swinging, whatever.
Hair movement contains one or more of these kinemes: elastic stick (short hair), pendulum (long hair), hanging chain. In terms of animation you'll work with the whip movement, in terms of timing it's all Secondary motion and Follow through. See your copy of "Illusion of life" for reference.
