Found it! Why is this control only available under the shape select and not the drawing tools?

This has got to be simple but I cannot find any instructions for it. I am drawing an image on one layer it is composed of overlapping objects that will not be animated. How to change the z depth so that i can choose which object will be in the front and which at the back. This has got to be simple.
