I do all my drawings in AS then export them as png files to use as sprites in Dark Basic.

I am using the split curve tool quite a lot at the moment,
but not all of the added points seem to have the same vector modifier ie smooth or peak.
Is there any way to force them to be one or the other?

I have a text layer that needs to be "immune from camera movement" but in the layer settings this option is greyed out.

If by off camera you mean outside the blue rectangle.
You can zoom out (just drag with left hand mouse button) exposing more of the space around the blue rectangle by using the WORKSPACE ZOOM TOOL, bottom panel of the tools window.
You can then edit as normal.
